I assume you mean that it starts when you plug in your camera/card reader. You can kill the automatic downloader [and obtain pictures manually] thus:
In Windows Explorer, go to C:\Program Files\Adobe\Photoshop Album Starter Edition\3.0\Apps and reaname the file apdproxy.exe to something else [like "apdproxy-save.exe"].
Then reboot.
